bp UP!

today is my day to get a student's permit at the Land Transportation Office - Naga City District Office located at the Naga City Hall Compound. hmm. of course, i'm quit excited for having the said license will grant me a chance to master the art of driving motorized vehicles with the help and supervision of my father or a driving school instead. the night before, my father instructed me to sleep early so as to wake up early. i wake up just at the right time. prepared myself and so on and so forth. an insider from the LTO said that there is a required seminar before one may get his/her student permit and that was being done once a day. so as not to miss the chance of attending the seminar today instead of tomorrow, we went to LTO just 5 minutes after 9. in short, i'm late by 5 minutes.

but then, after settling in and doing the things necessary i realized, dae pa man plan ako late. and while waiting for the instructor or speaker to arrive and gave the seminar, the first BP UP exploded, sabi nya "&**@! Filipino Time talaga." well, tama nga naman si kuya, sabi kasi 9 eh mag-aalas diyes na. sayang ang oras. hmm. but moments later, the 1-hour seminar started. madali lang naman, bsta ang natandaan ko:

SIGNS in RECTANGULAR or SQUARE SHAPES are INFORMATIVE in NATURE.
SIGNS in TRIANGULAR form gives WARNING.
SIGNS in CIRCULAR and INVERTED TRIANGLE are REGULATORY.

plus the phrase

IN DRIVING, DO NOT INSIST ON YOUR RIGHTS
and that's what you call DEFENSIVE DRIVING.


after the very short seminar, i submitted the forms needed and in submitting alone, it will take you almost an hour. though i don't complain about the numbering system that they use to facilitate and orderly submission of requirements i do think that there is a faster way to do that. and if ever they (LTO personnel) will try to lessen having chikkas to each other, then i think its another story. at this step another BP UP exploded, sabi ni kuya "&*%^$*@!, kung trabaho ngani magtrabaho." actually, i can say that we too have the same comments.

after submitting the forms, i proceeded to the next window wherein our picture and signature will be collected. sad to say, because of the very looooooooooooooooong waiting hours and the sllllllllllloooooooooooow process the office is offering, i need to have my lunch first and came back before 1pm because they will have their lunch break.

after the break, sympre balik LTO. and same old scenario. looooooong wait. slllooooooow process. buti na lang hndi masyadong matagal ang brown-out kundi mas lalo sigurong nag-init ang ulo ng mga tao dun. well, because of the same old scenario sunud-sunod ang mga nag-
BP UP, mura muna bago maglabas ng hinanakit sa mundo. well, sa mga kumukuha ng student permit, there was NO movement of the process. some inquired but the operator said that the system crashed. but after a minute of pangungulit at pagbabanta from a guy who
suddenly get his phone as if he is taking a picture of the personnel doing nothing and will be reported to ABS-CBN, names started to be called and the process finally begin! thank God. after having my picture and signature, i immediately proceed to the cashier and i am surprised because its not a looooong wait. after arriving at the cashier site, just about 3-5 minutes and wait and then i was called to pay. (namaan! pera nga naman! hha. joke). so after that, i transferred to another window and waited for 10-15 minutes for my student permit to be released. after 10-15 minutes of agonizing wait, ppooooooooopp! it became coco krunch! haha. well, joking aside, i got my student permit now! maybe i'll start my practice driving tomorrow. haha.

ang masasabi ko lang, please improve LTO people. come to think of it, you are in automated process now. just have enthusiasm in working with the very people who gave your salary. i just hope that when i renew my permit or get my non-prof license, i'll be writing a different story. :D




p.s. may meeting pala ang cyo about sa long term projects? tsktsk. too bad i was not informed.
